Until 20 November 2023, applications for the restructuring and conversion of vineyards of the 2023-2024 wine year.

The period of application of the intervention for restructuring and conversion of wine-growing areas in our country concerns the wine year 2023-2024.
The intervention shall cover one or more of the following actions:
(a) varietal conversion of vineyards, including grafting-on;
(b) the relocation of vineyards;
(c) improvements in vineyard management techniques linked to the objective of the intervention.
The actions are broken down into specific measures which should entail significant structural changes to the vineyard.
The above mentioned actions include the following measures:
(a) Grubbing-up-relocation, divided into:

- soil preparation,
III. Replanting-Relocation
(b) Planting of vineyards comprising:
- soil preparation,
- planting (On the basis of a replanting permit in accordance with Article 66 of Regulation (EU) No 1308/2013),
(c) grafting-on (for varietal conversion of vineyards),
(d) Improvement of certain wine-growing area management techniques broken down into:
- Trellising
- Construction of terraces
For each wine year, the following criteria shall be laid down for the allocation of funds to eligible applications until the available budget is exhausted.
a) New producers: Young producers are considered to be producers who are under 40 years old and have parcels of wine grape varieties.
(b) Areas to be restructured in the context of the viability of small and medium-sized holdings.
(c) Areas facing natural or other specific constraints.
(d) Areas where vineyards may produce a superior quality product:
(e) Areas where vineyards contribute to environmental conservation
(f) Integration for all measures
The intervention for restructuring and conversion of vineyards does not cover the normal renewal of vineyards reaching the end of their natural life. Normal renewal of vineyards approaching the end of their natural life means the replanting of the same parcel of land with the same variety according to the same vine-growing system.
The intervention shall apply only to areas which fulfil the following conditions:
- a) they are planted with wine grape varieties classified according to ministerial decision 2919/95506/ 13-09-2017 “Classification of wine grape varieties and raisin varieties” (Government Gazette B’ 3276),
(b) are declared in the vineyard register;
(c) harvest declarations and/or production declarations have been submitted by producers for them and for their entire wine-growing holding, where appropriate, for at least the two wine years preceding the intervention period.
Confirmation of the good existing cultivation condition of the vineyard and its proper maintenance shall be carried out taking into account the findings of the pre-accession on-the-spot check in conjunction with the harvest declarations submitted,
(d) a Single Aid Application has been submitted for them in the year of submission of the application;
(e) the identification of the applicant producer’s vineyard holding for intervention between the vineyard register and the single aid application is confirmed;
(f) the obligations arising from national and Union provisions have been complied with for the entire vineyard holding;
- g) the minimum area of a vineyard parcel for participation in the Intervention is set at half (0.5) hectare planted area, which means the area under Article 42 of Regulation (EU) 2022/126,
(h) In the case of replanting of the same variety on the same parcel, a change in planting distances and/or a change in the number of plants must be implemented with a minimum percentage change of 20% in distances or in the number of plants, before and after restructuring, unless there is any other change in the management system;
- i) areas planted with the varieties “Xinomavro” and “Negoska” in the O.E. of Kilkis, which participate in the wine “PDO Goumenissa”, may not participate in the intervention for the actions “grubbing-up with another variety” and “grafting” for reasons of protection and preservation of the viticultural character of the Zone. Areas may participate in the grubbing-up-replanting with the same variety and in the replanting action when they come from grubbing-up areas only with varieties “Xinomavro” and/or “Negoska” and when they are to be planted only with the same varieties “Xinomavro” and/or “Negoska”.
For the same reason, in the O.E. of Achaia, the varieties “Korinthiaki” and “Mavrodaphne” participating in the PDO wine “Mavrodaphne of Patras”, as well as the variety “Muscat White” participating in the PDO wines “Muscat of Patras” and “Muscat of Rio of Patras” cannot participate in the Intervention for the same actions. On the contrary, the varieties Tsapourno in the O.E. of Kilkis and Kotsifoliatiko in the O.E. of Chania, Rethymnon, Heraklion and Lassithi are allowed to participate only in the actions:
- grubbing-up/replanting with another variety
- (ii) revaccination;
(i) intervention shall include vineyard parcels as recorded in the application for membership submitted by the producer (of a specific location and area) for the period of application of the intervention.
The establishment of the new vineyard is carried out:
(a) at the same location as that grubbed up or at a different location on the same holding, on one or more parcels and on an area equivalent to that grubbed up;
(b) in accordance with modern systems of viticulture, whether supported or not,
- c) in accordance with the applicable national legislation (ministerial decision 2454/235853/20-9-2019 B’ 3645), as in force “Adoption of the necessary additional measures for the implementation of Regulations (EU) 1308/2013, (EU), 2018/273 and (EU) 2018/274 on the management of wine-growing potential”).
Beneficiaries of support for the intervention for restructuring and conversion of vineyards shall be exclusively winegrowers holding vineyards or replanting or relaying authorisations in accordance with Article 66 of Regulation (EU) No 1308/2013.
That is, they can be Natural or Legal persons, who cultivate wine grape varieties and the seat of their holding may be located in any EU country and/or have a replanting permit in accordance with Article 66 of Regulation (EU) No. 1308/2013 for as long as it is in force. In any case, such authorisations may be used for support under the intervention only for as long as they are valid.
In order to be included in the intervention, interested producers or their legal representatives submit to the Ministry of Agriculture, through the digital service, an Application for Solemn Declaration along with the necessary supporting documents.
The eligibility of applications shall be examined on the basis of the following criteria.

The classification of eligible applications is based on country level, applying the general formula

where: Pt= total of points assigned to a specific individual application
W1, W2., Wn= criteria weighting factor
Pt1, Pt2, Ptn = factor of compliance with criteria

In case the available funds are exhausted for a position in the ranking in which several applications have been tied, the remaining funds are allocated to these applications based on the application of the following additional priority criteria which are aligned with the strategic objectives of the Intervention:
(a) Priority shall be given to applications in which the producer requests the planting in the final position of the following indigenous varieties: White: Assyrtiko, Malagousia, Vidiano Red: Agiorgitiko, Xinomavro, Mavrodaphne, Negoska Reddish: Moschofilero
If even after the application of the above additional criterion there are still tie-breaks, then
(b) Priority shall be given to producers in ascending order of size of a vineyard holding (wine grape varieties), with a view to improving small and fragmented holdings.
Interested producers submit to the Ministry of Agriculture, from November 1, 2023 until November 20, 2023, through the digital service of the Ministry of Agriculture, an Application for Solemn Declaration and a Detailed Table of vineyard parcel data for inclusion in the intervention.
